My work starts from a simple belief: people usually want to do good work. When performance breaks down, the answer is rarely to blame effort first. Look at the system around the work. Look at the roles, tools, incentives, learning, governance, handoffs, and decisions. That is where the pattern usually shows up.
Across 19 years in public education, union leadership, elected municipal office, federal consulting, and internal practice leadership, I have built learning systems, workforce strategies, accountability routines, and operating models for public missions. The setting changes. The discipline is consistent: make the work visible, build the structure it needs, and leave something durable behind.

The work should not depend on me being in the room. A good system keeps helping people after the meeting, the contract, or the term ends.
Range
I learned what it means to build learning systems that people have to use in real conditions, and what it means to sit with workers when policy becomes daily life.
I learned how to build public accountability without direct control: through evidence, ordinance, coalition, budget discipline, and routines that outlast an elected term.
I learned how to help large agencies and delivery teams make strategy operational through workforce systems, learning ecosystems, AI adoption, and better operating rhythm.
